Somali members:
Dr. Ali Issa Abdi is the current Managing director of HESPI. He has PhD in Economics and MBA in International Finance. He worked as senior economist and manager at the International Monetary Fund (IMF) for over two decades, including as an Advisor in the African region and as Senior Resident Representative in Tanzania and in Ethiopia. He worked as an economist with Citibank and the Central Bank of Somalia; and taught at several universities in the United States. Dr. Ali provided macroeconomic policy advice to more than 30 countries in Africa, Middle East and the Western Hemisphere.
Dr Aues Scek: has PhD in Development Economics. He worked as Economic Advisor for GIZ programs in Swaziland, Kenya, Malawi and Germany. Worked for UNDP on PFM, and monetary policy reforms and M&E programs. Dr Aues has been working as a senior consultant at WB in macroeconomic, budgeting and PFM reforms. Recently he has been providing consultancy to Central Bank of Somalia. He has more than 25 years of experience in wide range of public sector reforms, development policy strategy development and monetary policy and currency reforms. Dr Scek lectured at several universities in Europe, Africa and the USA and has produced many articles and policy reports on budgeting, planning, governance and poverty reduction strategies and monitoring and evaluations.
Dr. Hussein Warsame is Associate Professor at the Haskayne School of Business, CPA Fellow in Taxation, and Director of Master of Public Policy at the University of Calgary. He has a PhD in Management with a major in accounting and MBA concentrated in accounting. He also taught in United Arab Emirates University, UNIQWA (South Africa), Centrum (Peru), and the Somali National University. He has won many awards including the Dean’s Award for PhD support (2012), The Distinguished Research Award, from Academy of Accounting and Financial Studies. Dr Warsame has published many journals on accounting, taxations and auditing: He served in the Editorial Review Boards of several accounting and business journals. He has provided consultancy work at World Bank on Taxation and Transparency of Oil and Gas Revenues and training on transparency of oil and gas resources and taxation to a group of parliamentarians from the Democratic Republic of Congo, the Republic of Congo, Cameron, and Central Africa Republic. Dr Warsame also provided training and consultancy to Central Bank of Somalia
Hussein M Siad is an economic development professional, he has MA in Economics and M.Sc. in Management. He has over thirty years of experience in designing and negotiating aid programs, technical assistance projects and economic policy reforms. He also, designed and implemented wide-ranging capacity building programs. He has worked many countries in Africa and Asia including Kenya, Lebanon, Somalia Zimbabwe and Mauritius. He has served as a Deputy Minister of Finance, Government of Somalia. He has worked with World Bank, Islamic Development Bank, IMF, USAID, African Development Bank, EU, Paris Club and UNDP.
Sakhawadin Mustafa Mohamed has PhD in applied economics and Master of Public Affairs in economics, He has extensive experience in advising on the identification and analysis of public policy and public financial management sector. He has worked with Minnesota State at different capacity including Minnesota Department of Natural Resource’s. he was appointed as Director and worked with Minnesota State Economist’s unit and led Labor Research & Economic Analysis unit at Department of Labor & Industry. Sakhawadin also served as Economic Planner and Infrastructure Development Coordinator for Minnesota Department of Public Safety. Sakhawadin has also consulted for a number of international organizations including the Oslo Center of Peace Foundation, and Nansen Center for Peace and Dialogue, among others. He has led many collaborative efforts with other state agencies to draft, prepare, present and implement cohesive legislative proposals that allow the Governor and Commissioner to accomplish their policy goals. Dr. Abdalla A. HAMDOK is Deputy Executive Secretary, Chief Economist, United Nations Economic Commission for Africa (UNECA) has Ph.D. in Economics, MA (Econ), He is Policy Analyst/Economist with over thirty years of experience in the areas of public sector reforms, governance, regional integration and resource management. He has headed major portfolios, addressing diverse development challenges of the African policy landscape. He has successfully headed ECA’s portfolios of activities on development policy management, NEPAD and regional integration, and governance and public administration. From 2003-2008, he served the International IDEA as its Regional Director for Africa and the Middle East. He held the positions of Chief Technical Advisor (1995-1997) at the International Labour Organization, Zimbabwe; Principal Policy Economist (1997-2001) at the African Development Bank, Cote d’Ivoire; Head of the Public Sector Group and Member of the management committee (1993-1995) at Deloitte & Touche Management Consultants, Zimbabwe; and Senior Official (1981-1987) at the Ministry of Finance and Economic Planning of Sudan.
Dr. Peter J. Middlebrook is the CEO of Geopolicity Inc., an international management consulting group specializing in economic and investment reforms. He is a former World Bank, EU, and UK Government economist, has worked in more than 40 countries, and led notable initiatives such as the design of the US$ 100 billion Arab Stabilization Plan, the economic work on the US Government New Silk Road, and design of national blended finance and PPP models in emerging and frontier markets. His work has been covered by CNN. BBC, Time Magazine and Bloomberg.
Dr. Edward Sambili holds a PhD in Economics; Masters in International Trade and Development. Dr. Edward Sambili has over 33 years of experience; Development Economist with over 25 years’ experience in progressive positions in public service; Member of the UN Economic and Social Council Team and Consultant/Advisor to UNDP Kenya on economic policies and SDG’s; Practical experience in public sector reforms, results based management approaches, policy formulation and monitoring and evaluation tools and methods. Dr Sambili served as a Permanent Secretary in the Ministry of Planning, National Development and Vision 2030 for 8 years leading government wide performance evaluations with several awards to his belt. Dr. Edward was Chairman of Kenya Revenue Authority Board between 2016 to 2018. Between 2001 to 2005 he was the Deputy Governor Central Bank of Kenya. He currently consults with Rimarks Consultants Limited as an Economist in various World Bank funded projects since 2016 to date.
Dr Nehemiah Kipkoech Ngeno has Ph.D. degrees in economics with specialization in international economics. specific areas of expertise are trade policy, economics, public sector reforms and fiscal decentralization. Dr Nehemiah Kipkoech Ngeno has been a staff member at the School of Economics in the University of Nairobi since 1983 where he teaches International Economics and Macroeconomics both at undergraduate and graduate level. Dr Nehemiah Kipkoech Ngeno have undertaken research and published in areas of trade policy, economic reforms and regional integration. He became the Chief Economist to the president and later Permanent Secretary in the Ministry of Environment and Ministry of Lands and Settlement. He was the chairperson of the Agriculture and Rural Development sector between 1999 and 2001. He was the Executive Director of Industrial Commercial and Development Corporation (ICDC).
